Expertise

Six areas of expertise, one standard of quality

From baseline study to final evaluation, from concept note to dashboard: integrated services for every stage of the health programme life cycle.

01

Research and evaluation

We design and conduct independent studies and evaluations that answer decision-makers' questions: is the programme achieving its objectives, for whom, at what cost and why.

What we deliver

  • Baseline studies, mid-term and final evaluations, programme and project evaluations
  • Impact evaluations (experimental and quasi-experimental designs) and theory-based evaluations
  • Household surveys, health facility surveys and coverage surveys
  • Qualitative studies: in-depth interviews, focus group discussions, case studies
  • Operational research and scientific writing
  • Operational assessments of health facilities and quality of care assessments

02

Monitoring, evaluation, accountability and learning (MEAL)

We set up monitoring and evaluation systems that are simple, robust and actually used, and we independently verify implementation on behalf of donors.

What we deliver

  • Theories of change, results frameworks and logical frameworks (logframes)
  • MEAL plans, indicator reference sheets, data collection and reporting tools
  • Data quality audits and assessments (DQA, RDQA)
  • Third-party monitoring (TPM) and independent verification of results
  • Accountability to affected populations and complaints and feedback mechanisms
  • Dashboards and learning reviews

03

Health systems strengthening

We help health authorities and their partners to analyse bottlenecks, plan and budget responses, and monitor their implementation.

What we deliver

  • Situation analyses and health system performance assessments
  • Strategic plans and costed operational plans
  • Community health: strategies, deployment and monitoring of community health workers (CHWs) and community health volunteers
  • Health financing: cost analyses, cost-effectiveness, community health insurance schemes and strategic purchasing
  • Health products: pharmaceutical policies and supply chain
  • Human resources for health and supportive supervision

04

Project design and resource mobilisation

We turn a programme idea into a sound proposal that meets donor requirements and can be evaluated from the design stage.

What we deliver

  • Analysis of calls for proposals and terms of reference (ToR), go / no-go decision
  • Concept notes and full technical proposals
  • Theories of change, logical frameworks (logframes) and monitoring and evaluation plans
  • Budgets and budget narratives, in coordination with finance teams
  • Institutional capacity assessments and capacity strengthening plans

05

Training and capacity building

Short, practical training courses built around participants' own tools, with pre- and post-training assessment of learning.

Modules offered

  • Project cycle management and results-based management
  • Monitoring and evaluation: indicators, MEAL plans, data quality
  • Mobile data collection and analysis with Excel, Stata or R
  • Data use for decision-making and performance reviews
  • Proposal writing and resource mobilisation

06

Digital health and data

We put technology at the service of programmes: simple tools, suited to connectivity conditions and field teams, and data that serve decision-making.

What we deliver

  • Design and deployment of mobile data collection solutions
  • Georeferenced mapping and GIS analyses (coverage, accessibility, microplanning)
  • Dashboards and data visualisation
  • DHIS2 data analysis and integration
  • Decision-support tools and artificial intelligence applications, with human review

Reference standards

Our assignments draw on the frameworks recognised by international clients, including:

  • the OECD DAC evaluation criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability);
  • the norms and standards for evaluation of the United Nations Evaluation Group (UNEG);
  • the ethical principles for research involving human participants, and approval by an ethics committee where the assignment requires it;
  • WHO health system frameworks and the data quality tools used by national programmes.
